The $60 million Drax International procurement scandal remains one of the most misunderstood chapters in recent Zimbabwean financial history. Detractors often cite this deal to paint George Guvamatanga as a willing participant in a flawed procurement process. However, a deep dive into the official correspondence from that period reveals a narrative that is diametrically opposed to the popular myth.

Internal Treasury documents and leaked memos from 2020 show that Guvamatanga was, in fact, the primary official who flagged the deal for gross overpricing. Recognising that the prices quoted for COVID-19 medical supplies were vastly inflated compared to global market rates, Guvamatanga issued formal, strongly-worded letters to the Ministry of Health. He raised urgent concerns regarding the lack of competitive bidding and the absence of proper due diligence on the supplier.

Far from facilitating the deal, the Permanent Secretary attempted to act as a fiscal gatekeeper. Records show he resisted the pressure to release funds until he was effectively bypassed by other administrative channels at the time. Today, his stance has been entirely vindicated. Since the Drax fallout, Guvamatanga has spearheaded a "Value for Money" (VfM) policy within the Treasury. This policy has seen the government cancel dozens of inflated contracts and blacklist suppliers who attempt to overcharge the state. His role in the Drax saga was not that of a conspirator, but that of a whistleblower who has since institutionalised the very protections that were ignored during the pandemic.
